what about the Oregon Health Plan?
Since 2020, associate providers (pre-licensed clinicians, like me!) have been able to bill CareOregon plans for mental health services. In December 2024, CareOregon announced that they will be closing their network to associate providers who are working independently (in private practice) or in non-contracted groups by July 31, 2025. Therefore, I can no longer accept CareOregon plans.
Due to my status as a professional counselor associate in the state of Oregon, I am unable to bill any other insurance directly in a private practice setting until I become fully licensed.
In addition to the CareOregon rule change, the Oregon Health Authority is proposing a rule change that would prevent associate and intern mental health providers—those in their first three to five years of supervised practice—from billing the Oregon Health Plan in private practice and certain group practice settings. This decision threatens access to care for thousands of patients. If this rule goes into effect, those on OHP could be forced to find a new provider, disrupting the care they rely on. You can use this action page to contact your elected officials today and tell them to protect your right to continue seeing your trusted provider!
Good Faith Estimate
Under the law, health care providers need to give patients who don’t have insurance or who are not using insurance an estimate of the bill for medical services. You have the right to receive a Good Faith Estimate for the total expected cost of any non-emergency items or services. You are entitled to receive a Good Faith Estimate in writing before receiving services. You can also ask your provider for a Good Faith Estimate before you schedule a service. If you receive a bill that is at least $400 more than your Good Faith Estimate, you can dispute the bill. Make sure to save a copy or picture of your Good Faith Estimate.
